t has been announced by the California Energy Commission that $3.6
million is available for low-interest loans for energy efficiency and
energy generation projects and small cities and counties are eligible to
apply if they receive their Energy Efficiency and Conservation Block
Grant (EECBG) funding directly from the California Energy Commission. As
it stands, applications are being accepted on a first-come, first-serve
basis for 30 days for such eligible applicants, and then applications
will be accepted from all eligible entities. The funds stem either from
the Energy Conservation Assistance Act (ECAA), Bond Proceeds from ECAA
Tax-Exempt Revenue Bonds, or the American Reinvestment and Recovery Act
(ARRA).
The loans will come with a low interest rate of 3 percent and are intended to help local governments invest in energy efficiency, save money, reduce greenhouse gas emissions, and create new jobs and industries. The maximum loan amount is $3 million per application and there is no minimum loan amount. Note that the 3 percent interest rate will not be applied retroactively to existing loans. Typical projects that can be funded with a loan include: Lighting systems; heating, ventilating and air conditioning systems; light emitting diode (LED) traffic signals; energy management systems and equipment controls; pumps and motors; cogeneration systems; and renewable energy projects.
