At county clerks' offices all around California on Valentine’s Day, gay and lesbian couples, as a form of protest, requested marriage licenses even though under state law gay couples are not allowed to marry. Such Valentine’s demonstrations played out across the state as couples turned up for such cherished documents, even though they knew they would inevitably walk away empty-handed. However, in Yolo County, Clerk-Recorder Freddie Oakley wrote IOU's for same-sex couples who showed up seeking marriage licenses to give couples hope that one day they may be able to return to the county offices and put the IOU to use.
