If the County cannot afford conferences, then it should curtail all professional memberships. A membership in itself is not very valuable if you cannot afford to use the resources the memberships offer. To expect officials or staff to cover their own travel expenses means that you are looking for officials and staff who have personal financial situations which allow that. Like Congress.
